Repair or replace?
A constantly running cistern nearly always comes down to the flush valve. Its rubber seal hardens with age and stops sealing. If the cistern keeps filling, look at the fill valve or float. Both can be swapped without lifting the toilet, and it pays to change them as a set.
Water on the floor at the base is a different fault. The connector or seal to the soil pipe has failed, and the toilet has to come off to reach it. A used connector should not go back on; it loses its shape once removed.
Cracked ceramic is where repair stops. Glue buys a few weeks at most. Replace the toilet and, while the water is off, check the flexible supply hose, which often fails before anything else.

What makes things worse
- A brick or a bottle in the cistern. It lowers the fill, but the leaking valve keeps leaking.
- Buying parts blind. Cisterns differ, and a valve that does not fit the hole is wasted money. Take a photo or measure first.
- Silicone around a leaking joint instead of a proper seal. It drips again within weeks and is harder to take apart.
- Ignoring a slow leak at the base. The water goes into the floor, and the bill ends up being the neighbour’s ceiling.
Before the plumber arrives
- Find the isolation valve for the toilet and check that it actually shuts.
- Clear the floor: mats, bins, the brush holder.
- If you bought a new toilet or fittings, keep the box and receipt nearby.
- Take photos inside the cistern and of the leak.
Water in a flat is not something to experiment with. If the valve will not close, say so in the order, and the plumber will come prepared.

You pay the plumber directly, and the invoice comes from them. Fixings are usually part of the job; the toilet itself, fittings, taking away the old one and carrying in the new one are charged separately. Whoever did the work answers for it and redoes their own fitting. Old pipework and someone else’s mistakes are not on them.
